The October 2001 anthrax letter attacks. 1st they blamed Al Qaeda with support from Iraq. When evidence proved the anthrax was from US labs, they scapegoated Steven Hatfill, who was proven innocent. Then they targeted Bruce Ivins, again without evidence.
